yes he can and i think the name depends how many armies u have probably if he is 3 who forms a army it would be named army os missippi

Army names are generally dependent on where the general is when he forms an army. If all the names have been taken from that theater another will be picked.

I've had him command the Army of the West and do a fine job of it.

Ghostware, exactly what Orso said, although at some point the vanilla game will run out of names to choose from. I can't remember what it calls them then (Confederate Army No. 3?) It is possible to add names to the list of armies or even change the existing names, but it requires editing game files.
