Where exactly are the Great Plains (for Sioux Uprising purposes)?

I've just encountered the Sioux Uprising which tells me as the Union player that I have to keep some troops in the Great Plains but doesn't exactly say where that is. Will keeping troops in Fort Ridgeley in Minnesota and/or Fort Abercrombie in North Dakota satisfy the requirement? What other territories count as being in the Great Plains?

No, actually the area is all of Minnesota and Richland, ND, which is at the upper-right corner of ND.
