Yes, they receive the hst file. Doesn't matter which side you play though.
2. You do not have to choose to play as both nations. The host does not need to send their own ord file. They just need to send the hst file and have the opponent save their ord file before processing turn and then the hosting player along with his own orders, processes the turn.. then resends the hst file, and starts again.
3. You would have your ord file if you made any move, and you do not need to send this to the opponent. He only needs your hst file, but you will need his .ord file in order to process the turn for the both of you.
P.S. if very confused private message me and we'll setup and game and I will show you. It can be a little odd at first to understand why you have so many processes to the PBEM feature but it works after a little bit.
(host sends .hst and the non-host sends the .ord file, the host is the turn processor but each turn the opponent will need the refreshed .hst file and replay if he wants them)
