Probability for rail destruction?

Does anyone know or know where I could find something detailing the probability of destroying a rail line by different types of units?

In my case it is not raiding, but I would like to cut rail lines during a major retreat. Turn after turn it always fails even with 100% MC.

If you are using the special order, then the probability is equals to your current power value, with a bonus of 25 if a pillager. No passive, avoiding fight units either.

I was wondering why my small cavalry unit was not wrecking the rails even though I told it to. Thanks for the thread and answer.
