Objective Cities Spontaneously Changing Control

I noticed a weird thing with Objective cities. Occasionally they spontaneously "flip" control to neutral while I am still holding them. I noticed it with Los Angeles in the Sibley Scenario and with Louisville in the West Theater Scenario. In both cases, I had garrisons there and the little flag changed to red with crossed swords (I gather this means neutral) on the Objectives screen. Also, when I ran the tooltip over the city, it indicated "uncontrolled" when in fact I had total control of the city and the surrounding territory. Could it have changed due to a decrease in loyalty somehow? Is it a bug, or am I missing something here?

I think it's due to loyalty that goes below a certain point. You then can increase loyalty with some regional decisions or increase the troops stationed there to do so.

Towns with loyalty<50% have to be garrisoned with line inf, not militias.

Thanks. I thought I had line inf in Louisville, but I could be wrong. I guess I'll have to watch loyalty more closely.

Many cities, such as Louisville, have militia units as garrison. It is easy to forget about them and get caught with a loyalty changing RGD.
