Supply question

McDowell was stuck in Galveston with about 30k men and out of supply. I had a division of of about 6k besieging him, and in the bay the port was blockaded by 5 ships which said I only needed 4 for a blockade. I made sure I was in the right bay too. I had 6k men in Ft James which I believe lessened the amount of ships needed for a blockade. Well I ordered 3k men from Ft James to assist the Division by landing In Galveston. Now somehow after I ended the turn McDowell became supplied pushed my division away from Galveston and destroyed the landing party. Now the only thing I can figure is that the AI landed supply wagons; however it is 3 months later and McDowell still sits in Galveston supplied and my blockade of the harbour is still intact. He is not running of supply and just sits there month after month. It seems to be a glitch or bug but I may be wrong. Anyone have any ideas? I wish there was replay so I could see if he landed any forces. Oh and I have easy supply option off.

Can you post a picture of the situation? It would help us to determine what is happening.

Was there naval blockade sprite over Galveston region. When the tooltip says you need 4 ships to blockade, it actually means you need 4 MORE(ADDITIONAL) ships to blockade.

I bet thats what it was. Its wierd because before I started the blockade I checked the Trinity river estuary to see how many ships to bring over to blockade. It said four now Its saying I need 8 ships now though. Here is a screeshot anyway but I guess he recieved supply fron the fluctuating blockade requirements.

You need 8 ships to block a river/coastal region. If he has guns in the city you are blocking, you need 12 ships to blockade it. Any additional fort bordering the blockaded river region add/detracts 4 ships to necessary blockade depending who is holding the fort(s).
I would also check if it is the only exit to Galveston harbor.

Oh ok I started the blockade of Galveston before McDowell arrived there. He was In the process of retreating from upper Texas unupplied and no cohesion. I guess once he moved into Galveston with his guns it increased the amount of ships needed for a blockade. You would think that a badly beaten army that's unsupplied, demoralized and out of ammo would have no effect on blockading ships. Oh well I'm training an Army in Louisiana to finish him once and for all.

The game engine doesn't take into account the factors you list. It only looks at if there is artillery in the surrounding land region, and who owns the artillery.
