Combat penalty for units crossing rivesr by rail

When crossing a river by rail does a unit entering combat (say attacking New Albany from Louisville) still pay the combat penalty for crossing the river? Assuming you have enough MC in the target region to use the railnet.

bzzz this question is irrelevant bzzz :)

If you have enough MC to use the railnet, then you are above the MC that will force you to suffer from combat crossing penalty.

Very interesting! I did not realize that the combat penalty was based on MC, I thought it was based on geography alone. Thank you!
