incorrect amphibious assault penalty

I had a CSA army in offensive mode in Iberville and a USA force landed and we had a battle.
The Union units quite correctly showed the indicator that they suffered from an amphibious landing malus but rather sadly so did my CSA forces.
Presumably a bug?
