Cotton decisions

I don't get it...

How are they supposed to work?
It's a great idea indeed, but whenever I hoover over the decision chit, not a single province goes green.
How am I supposed to export them?

Re-read the decision text. It's only to be placed in one coastal province in Texas.

Well, indeed Matagorda is green-lighted.
The french tool-tip only mentions London...

The french tool tip did not get updated to reflect the change from London to Matagorda.

The french-tooltip mentions Matagorda if you updated the game.
