Drafting Manpower

Is there an event ( like raising taxes or buying rolling stock) that allows the Rebels to draft manpower in large quantities? I see the option to raise troops on a one of basis in a certain geography, but i was looking for large one time options to draft.

Historically, draft laws were passed in 1862 for partial mobilization, and in 1863 for full mobilization. The game reflects this in a way you can partially draft from 62, and fully draft from 63. This is an improvement from the acw1, no need for house rules no mobilization in 61, and similar.

So in 1861, creating a large land army is going to be problematic. Thanks for the quick response.

Remember though you will get a lot of volunteer and early game units by events during the early game. Your new unit construction will supplement this.
