Are the rules unchanged from ACW1 concerning the effects of NM, IIRC its impacts on combat resolution and fund raising, et. al.? OTOH, VPs are just a number at the end of the game.

If the rules are unchanged, decisions that involve NM or VPs seems like a no brainer.....

Does anybody even think twice about spending VPs on some decision?

Conversely, does anybody ever expend NM, except in a dire emergency?

The standard rules on NM apply, so not only is it a means to win the overall war, it also gives you a substantial combat bonus etc.

So yes, I'd be cautious of using any decision that 'spent' NM, but on the other hand, as in AJE, the decisions effectively allow you to trade Cash/VPs/NM (& EP in AJE) for whichever is your current shortage. So what is sensible in the long term may be less attractive if you face a more immediate crisis. So I wouldn't ignore the decisions that cost NM, just be very careful about when to use them

NM is surely more important commodity than VP, but VP sometimes has importance as well. Every turn, a side that leads in VP will pull 1 FI point to its side. The same goes for NM points lead. So, if you are CSA, just by keeping staring VP and NM lead for two years, you could trigger Foreign intervention, and that is without diplomatic options and events which can additionally alter FI level.
