So just figure out the price of 1 to 3 developers for 12 to 24 months (sometime 36) in your country, depending of the scope of the game. Now CW3 would be able to benefit from AGEOD experience in CW2 and 1, so could be done in one year probably (ballpark figure).
You can always mount up a team and ask Slitherine for a licence of the Archon engine

Out of curiosity, have the people you were considering developing CW3 with tinkered at all with FoG: Empires or any other Archon engine games?
