What is the full cost of building a Fort?
2 Supply Units
4 Artillery Units
Active General
Anything else? Money, Conscripts, WS? I tried looking through the database but I want to confirm what others have done to be successful. Thanks!

I have heard, in such a way as to believe it, of your recently saying that both the army and the government needed a dictator. Of course it was not for this, but in spite of it, that I have given you the command. Only those generals who gain success can be dictators. What I now ask of you is military success, and I will risk the dictatorship.

Here is some basic info on forts and redoubts:
The main difference between forts and redoubts is that forts can be built in regions without cities.
Redoubts come from RGD cards. Forts come from manual construction.
Forts require 4 artillery and 4 supply elements to be built. Takes 25 days.
Forts can be upgraded once with an additional 4 artillery and 4 supply elements. Takes 15 days.
Level 1 forts can be destroyed with orders. Level 2 forts and redoubts can not.
Redoubts and level 1 forts can fit 25 elements without overcrowding penalties.
Level 2 forts can fit 50 elements without overcrowding penalties.
