Move your cursor over the city, then region area: in the second line (iirc), you will see the development value of that region--typically 75, if a city in a more developed area, all the way down to regions with dev value of 20. Three means of adding dev increases include the region development, the clearing axe, or the telegraph. At 80, a region becomes luxury; and if the loyalty is high, then there should be increased wealth and supply increases.
