Can you retreat while under siege? avoid combat.

The best way to retreat while under siege is to leave on boats, either actual naval transports or rive transport capacity (which can also be use on the sea). This even includes loading onto ships standing off the coast. The 5 mp used typically still get you out of the region before combat happens.
If you are not in a port or adjacent to naval units and must march, there will always be a probability of battle. Does your force have the higher loyalty in the region? If so, just go green/green and skedaddle. You may even be able to rail out of the region, if so, there will be no battle. In all other situations you will have to fight. Minimize the length of the battle, and hopefully your losses, by using green/green plus avoid combat. Force marching if your leader is active may help.
