Can someone explain promoting a general?

What stat can you check to see when a general is able to be prompted to two stars? I can't figure it out and keep checking all my one star generals and they never seem to be able to be promoted? How do I check this?

Firstly, you will get a message stating that General So-and-so is eligible to be promoted. After that the background of his name-tag will pulls as a reminder. This status should remain until the end of December or the end of July--I believe--, which ever comes first.

The general must be the commander of a stack he is in and may not be combined with a brigade. If there are no other eligible generals in the stack who you do not wish to promote, click the Promotion SO (Special Orders) button and wait for the next turn. He may be used normally otherwise in the interim.

If he's not the commander of the stack or there are other eligible generals in the stack who you do not wish to promote, you will have to drag him into and his own stack--other leaders and troops may be in the same stack, but he must be the commander and may not be combined with a brigade. Click the Promotion SO button and wait for the next turn. He may be used normally otherwise in the interim.
