Temporarily locked units

I recently started a new campaign after not playing this game for about a year and a half. I previously remember the leader activation rules and not being able to attack but now many times my leaders get temporarily locked for a turn, which appears to be a separate mechanic from activation. Is this a new feature with one of the updates or did I change a setting a not realize it?

There are five possible issues and I'm not sure which one's affecting you on based on what you wrote. There are two activation settings that could be preventing your generals from moving, you can go to the settings and check which one you have selected by hovering over the slider. Your generals could have been injured in battle. If they're injured, they'll be locked in a region until they heal up. You could have a locked unit in your stack and that'll prevent the stack and so the general from moving. The general himself could be locked; McClellan, Lyon, and Lee are good examples of locked generals who eventually unlock. And lastly, the CSA starts with a general in Camden, AR or some such who isn't locked, but you can't move him until Arkansas joins the CSA.

There are now 4 Activation Modi:

-- No Activation Affects on movement or stack power.
-- Activation Affects on movement and stack power for stack with un-activated leaders.
-- Hard Activation: unactivated leaders cannot move.
-- Veteran Activation: all leaders are show as activated. The activation die roll takes place at the start of turn execution. Stacks with commanders who become unactivated cannot move.

You are probably seeing Hard Activation.

I think this is probably it. On the bright side I now feel much more of Lincoln's frustration with his generals. Not being able to attack is frustrating but not being able to move or attack is much worse.
