1.05 Issue with Location of Constructed Units

I just loaded the 1.05 patch, began a PBEM as the Union player, and tried to build the NY militia regiment and infantry brigade available at the start of the game in New York City and Buffalo respectively. They showed up instead in Syracuse and Plattsburgh. Is this randomness intentional or a glitch?

I did not have this happen to me and I am playing with the latest patch, steam game version.
