Does these CSA government options result in increases to $$ and WSU or just up the FI level?

Just FI. They're worth it if FI is already really high. Realistically, to get FI the blockade has to backfire, the embargo has to work, and the Trent Affair has to escalate. If all three happen, FI can often end up around 85 by early '62.
