Understrength Union Blockade Squadrons

I have a couple of blockade squadrons that do not start the game at their full establishment; they are each missing a few brigs. If I create a separate stack containing only the deficient squadron and leave it in a major eastern port (NYC or Boston, for instance), will Athena automatically start construction on the missing elements? If yes, how long before Athena begins construction? I don't want to leave these squadrons in port ad infinitum if this will never happen. This technique worked for gunboat and transport squadrons on Ol' Miss, but I wasn't sure about ocean-going vessels.

Depending on your game settings they will need to be in a port with a depot if playing with hardened attrition "On".
They also need to be in passive posture to receive replacements.
I can't remember how many days it takes to complete, but the blockade squadrons are quicker at this than other ship types.
