Italian Units not upgrading in both the Force Pool and on the Map.

I seem to keep running into problems in my S-P game. Now it comes on that I have researched infantry upgrades twice. I have both Muzzle loaded rifles and the recently got the breach loading rifles. So far only one unit has upgraded, and that was the unit I got from Tuscany after the Parliament of 1861 event. I can't even recruit upgraded units as the models available in the FP are all of the 1840-50 variety for infantry and some calvary, with some cav being of the 1850-60 variety. I've got saves and logs attached if that will help. I just don't want to get into a war, with say Austria when I force the North Italy question and be using the equivalent of a pitchfork. Also, I know its not instant. I have my armies sitting on depots in Italy. It has been several months now with only two elements upgrading. I have ample replacement chits recruited and waiting to be used for all available elements.
