control of cities

I am playing as Pyrrhus and my Samnite and Bruttium allies control Maleventum and Locri.
However both cities are shown as uncontrolled (by Epirus).
This would seem to be a bug?

Are they held by militia? That doesn't count as controlling an objective if the loyalty isn't over 50%.

Many thanks - I hadn't realised that (similar to BOA2 of course).
