Just playing the Spartacus scenario, and it's possible to 'intimidate' the AI (e.g. bottling up in Tarentum) with an army with a large 'power' rating. Even though if the AI actually attacked, they would destroy that slave army.
I'm wondering if the AI uses the power rating to determine success odds. Suggestion: make the power rating better reflect the possibility of winning, as this would help both the AI and the player
