If you buy it directly from AGEOD or Matrix it's a standalone game.
But the Steam version is a DLC and you need the base game (Alea Jacta Est)

Steam have the complete AJE at a hefty discount, so i bought it, and while CW2 is good, this is a much more polished/fun to play series. PW2 has entertained me no end the past 3 days as i learn the scn mechanics. Kudos to all involved in conception/production!
