The Numidians in Caesar vs. Pompeius

Correct me if I'm wrong, but I thought that this was changed? I'm playing a PBEM with 1.03c as Caesar, and in the beginning of turn 5 received notification that the Numidians have joined the war. I had done absolutely nothing in Africa to piss off Juba. What's the point of the early warning message from Juba if they join the war anyway?

They will always join PMP, Juba hated Caesar...
