Playing as the other side

In the past I have changed sides to see what was going on.

Now I am playing a few turns in the Samnite War, but in the 'Load game' menu I see only the Samnite side.
I did manually save the game, and also under a new name.

Under what conditions can you change sides?

Choose the little computer icon in the upper right corner of the LOAD game screen to see the saved turns for the AI.
