What's there to do in the Mercenary War scenario?

This scenario is seriously disappointing, I just really didn't know what to do to be honest (playing against AI, highest difficulty)..
so when I play as the Carthaginians I just stay in Carthago, am usually besieged but they can't take the city either. I can't counterattack either because their mercenary armies are way stronger.
When I play the Mercenaries I just besiege Carthago, and move small armies to all the other forts to take them - there are no enemy armies around so there's no danger.
So I just click "next turn-next turn-next turn-next turn" all the time because there is nothing to do! Even when these rebels spawn in Sardinia I either take the city and hold it or I don't manage to take it and the army slowly starves..

Am I missing something or is that really all there is to the scenario?

On that scenario, the objectives are to make more VP than the other side. If the mercenaries are besieging Carthage and take all the others cities, in Africa and Sardinia, they win. So Carthage must destroy the mercenaries armies in Africa as soon as possible, and try to stay in the same time in Sardinia and Hispania. Carthage must use the punic navy to take back the country and have sufficient troops in the capital. By this way, you could separate the big mercenary army in front of Carthage. Don't forget it's hard for the powerful mercenaries forces to refit !
