its a balancing mechanism in AGEOD games, if you have excessive high National moral, or in other games if a war was giving you boosts but the war ended, the National moral turns slowly back to the original (normal/neutral) value.

sometimes the logic in older games was not right, however, in AIE is always a war ongoing, thus it has to be seen only as a balance creating mechanism
...not paid by AGEOD.
however, prone to throw them into disarray.

I think it makes sense too, if nothing great happens your citizens will forget the heroic deeds of the past more and more ;)
