Ballista creation rules?

Hey I've been sieging Alexandria for three turns with 7 legions + auxiliaries in the Severus campaign and they still haven't built any ballistae.
They are in the defensive mode if it affects that. In other campaigns it has worked well but this one seems to be the most buggy. For example the dreaded barbarians never turn up like the events say.

Siege engines construction is affected by terrain types, and I guess this is the reason you don't see them in Alexandria, as the terrain (Steppes) is deprived of wood...I need to think about this

Don't forget about marsh regions aswell. Gades and Ravenna are size 2 and 3 forts that sit in marsh terrain, ballistae don't get built here either.

There will be a fix for this loophole in the next patch. Until now I guess you have to starve them to death or wait for breaches to appears if you have a siege leader.
