forts/walls decision

In the Marius vs Sulla scenario I wanted to build some forts in cities in Italy, to better protect them against sneak attacks by the Optimates.

The walls decision starts fort construction, but it doesn't seem to be usable anywhere, even though I seemingly meet the requirements to do so (MC, City, 1 friendly element). Also, is it possible to build forts with units in AJE or not?

The decision works only on cities that have lost all their walls.
Fort building is not enabled for the time being (you have castrum decisions that do the trick)
