Hmmm... the first time I've seen a message like this.

I seem to have denarii in the piggy bank so I'm not sure what the issue is. Allies?

This is a mystery to me based upon the information I can see. If I were to guess, and I often do so, I would say this force is not connected to your capital region. Maybe besieged, maybe just without a means to connect, not sure.
You have plenty of resources to pay for upkeep, so not much to do if the cause is other than what I suspect.
