When do dictators and their armies apprear in Hannibal, TOR?

I have returned to playing this excellent game after a long hiatus.

Even thought Carthage besieged Capua, and Tarantum joined Carthage, I received no option to appoint a dictator and get more troops. I though the presence of Carthaginian armies in Italia proper would trigger this event, but it did not.

What does trigger the option to appoint a dictator, and thus get a new consular army?

Hi, vaalen.

The option to appoint a Dictator should become available to the roman player if at least 25 enemy elements (i.e. subunits) are present in one or more of the following regions: Roma, Volsinii, Casinum, Narnia, Spoletium, Corfinium, Capua, Cosa, Clusium, Perusia, Neapolis.

If that is not the case, post a save for me to check

Franciscus, thank you for your prompt and helpful reply. Now that I know what to look for, I will watch the situation and send you a save if necessary.

I really appreciate the fine support you give to this game, and how much you have improved it through patching.
