Enemy destroys city before evacuating...

What does it mean when I read in the message box that the enemy destroyed the city before I took it over? What structures are destroyed? Are there any other effects from this? Thanks.

Usually the walls in the city lose a level. And if the city is level 1 it can be completely destroyed (dissapear from the map)
If there is a depot i think it's destroyed also, but not 100% sure about it
