The declaration of war of Carthage on Numidia is a diplomatic option (F5) that will be available in March 257, if Hanno II is in the game.

I choose that order, but can move into the numidian territory. What is wrong or what should I look for? It should be 1.02 patch.

Sorry for late answer. If you were playing the "short" FPW scenario (256), there is a bug in the Carthage declaration of war to Numidia, will be fixed next version.
