Adding leaders to Epirote units?

Right now I'm attempting the Pyrric wars scenario as Epirus. The war is going quite historically (I managed to win a couple of big victories against the Romans, but they keep returning with new soldiers and wearing me down... exciting campaign) Epirus (and the other sub-factions as well) has several one-star leaders, which cannot attach to any units. I was wondering if this was intended, especially because one of the leaders has the brave ability, which applies when units are attached to the leader if I'm not mistaken.

I've noticed the same thing. It's a little strange. Is it on purpose or a bug?

Being attachable or not as far as I can tell is defined by the UNIT not the general. With other words, for some reason most units of the enemies of Rome in BOR can't have any generals attached. It's not only Epirus. Maybe it was intended to allow only the Romans to gain an advantage by attaching leaders to their mighty legions?

The thing is, it does not apply every time. For example,the units of Pontus (hellenistic, just like Epirus) in AJE and the Senones in BOR can attach to their general. That leads me to believe it should be possible for the other enemies of Rome as well.
