Punic War Question

I'm playing the "short" 1st Punic War scenario as Carthage and I have the option of bringing in Xanthippus. It only costs 10 EP and I have more than enough. I've selected that option almost every turn but it has not shown up. Are their other conditions (like Carthage not under siege or something) to trigger this option?
