Well, actually because of a National Morale Boost in a single turn, some unit, that were already at their maximum possible cohesion (70), got a new maximum value beyond 100. So if i open one of their element i see something near: 70/105, meaning that the thresold is not 70 anymore but now 105.
This should be a bonus but actually it's not at least for this turn. For example, for speed movement what counts is how much "full" is the cohesion, so in this case i have to gain another 35 choesion points in order to say "ok, my unit is at full cohesion". But the unit was at full cohesion (70/70) already in the previous turn.
Also, at page 43 of manual i read: "The morale check is based on the current cohesion compared to the max cohesion, modified by losses taken. ". Is this max cohesion the 100 value you are speaking or the max choesion a unit can reach (the second number in xx/yy when you look at element details) ? In my example the new 106 value.
The only part of the manual where cohesion point are taking in account as absolute value and not as % is at page 23: "Cohesion points are an
expression of an element’s combat readiness and impact on most game functions (morale, speed, combat
efficiency, etc.). The higher the value, the more able an element is to conduct military operations.
"
But this sentences is very very vague and do not say much more to me.
