Which cities spawn (militia) defenders?

Is there a way to check it beforehand? Because some cities will always stay undefended, but I haven't noticed a pattern so far.

as you know, they are fixed garr. and ad hoc garr. (spawn)

you need to have an enemy around to trigger the spawning

and (if it is still so) you need to have enough replacement chips for urban militia.
it might happen that the enemy is there, but the chips are used up to create the militia elsewhere
...not paid by AGEOD.
however, prone to throw them into disarray.

So the answer is all cities should spawn a garrison, but due to constraints, it doesn't always happen.
Remember - The beatings will continue until morale improves.

yeap,

all cities [color="#FF0000"]can[/color] automate garr. and the number of them depends on a pattern.

but: no enemy close by, no (or not enough) replacements of urban militia in the pool, then no spawning of garrisons neither...
(if nothing has changed)
...not paid by AGEOD.
