Grand Campaign -Missing fortifications

In the Grand Campaign, the decision to fortify Tzaritsyn, Moscow and Petrograd (Red Verdun or somesuch) are missing in the 1.05 patch + Quickfix of May 17.
It's early Dec. 1918, and no option as of yet.

The options are still there, but patch 1.05 introduced an additional condition. The option now only becomes available when a White army is close to the city. At least 100 subunits (belonging to any of the following factions: WHI WH2 WH3 WH4 WH5 DON) are necessary.

The same kind of condition has been introduced for the correspondant events for the White factions (fortify Omsk, Irkutsk, ...)

That's strange, because in a game where I'm the Siberians, I have the option for both Irkutsk and Omsk, and I seriously doubt there are that many Reds nearby in turn 4.
