Mobilization

I'm still noticing some weirdness regarding the economics. Mainly, I'm having trouble using the mobilization decision. It worked the first time in 1918, but now it doesn't. I've tried it for a few turns in a row, but nothing seems to happen, even though I have plenty of money and EP. I've included a save from my current and previous turn, as per the usual arrangements.

Also, when using the decisions, I'm not sure I always pay the amount of EP indicated. I haven't really looked into this, it just seems that I have accumulated more EP than I should have, considering the number of decisions I've used.

And they will be much more costly too :D Balance study shows you have too much now with RC2 ;)
