Consolidated AI fix

I've made one archive of all of my previous modified files I've uploaded here and there. There is some yet new fixes, mainly for improving Siberian Whites performance during the first turns of the game and for helping Red AI to get more ressources

Unzip the files in the RIS/events directory.

Compatable with current games, but part of the fixes could be lacking in this case.

Can we sticky this? Also, is there a way and I think I suggested this yesterday, to collate all the leader graphic mods and other fixes into a sort of 'pre-patch'?
