Weird movement problem

A corps of nearly 1000 power is being blocked by partisans, that's 400 men IIRC. How can this happen? It can't be WAD, I'm sure. Check Sidorin's corps.

I have not checked the save, but to me it happened too before. And it is a WAD, from my understanding.

Didn't check the save but it seems It is similar with single hussar blocking whole Frederick army in ROP. I think kind of prevents blitzkrieg tactics but can be frustrating sometimes that single units have some much screening power. I think high power stacks shouldn't be discouraged to deploy in a region while a few skirmishers confronting them.
