The screenshots indicate that the officer has a power rating, so is definitively amiss.

1.01 RC4 : same issue (standard campagin turn 1 - not relevant with short campagin since the guy is KIA/MIA - can't say for GC since i did not played it long enougth yet with the reds).

This will have to be fixed indeed, this is a leader which is not a land or naval leader, so basically a personae that can't lead. He thus get some power value, as if he could heroically attack whole units
