Pillager doesn't seem to work

I just took Chelyabinsk with Blucher and his partisans, with the intention to destroy the depot there. However, the depot is still intact. The description of the pillager trait says that "only loyal and policed regions are spared", but Chelyabinsk is 62% pro-white, and the whites still have 60% military control.
