Red Guards upsetting local populace

I noticed Red Guards have the special ability of upsetting the local population. Is that true everywhere or just in enemy territory?

I never noticed this before. Interesting.

The official trait attached to the unit is "Brutal Occupier." According to the manual: "This unit's brutality angers the civilian population."

I'm not sure, but it sounds like any civilian population will react this way. Lowered loyalty with the more Red Guard you have in the region, perhaps?

I suspect the same that they anger any and all populations regardless of enemy or friendly but I am speculating. From the manual, I can't be certain.

Just don't worry about this ability. It don't works as planed in the original version and it will be removed/changed in the next patch/upgrade of the game.
