I have been learning the game by playing the Russian-Polish War scenario. I am starting to get a grasp on how best to play the game. I have started looking at division and corp composition and special units which add capability to formations. Looking at the Kommissar unit, it has the special ability "political unit". It is suppose to add +1 discipline to all elements in a stack. Some abilities apply to stacks and some to units. I assume an ability which applies to a stack means the unit does not have to belong to a division to give the benefit of their special ability to all units w/i the stack. While I assume that an ability which applies to a "unit" means the special ability unit must be within a division to give benefit to all elements w/i the division.
So I built a Kommissar unit and added it to a corps but not within a division. Before adding the Kommissar, I checked the discipline of various unit elements. Then I added the Kommissar and completed the turn. Next turn, I went back and checked the disciplines I had noted. None had changed.
So next, I put the Kommissar unit into a division. I advanced the turn. Again I checked the discipline of the units w/i the division I had noted. Again, none had +1 to their discipline.
So is the Kommissar unit actually adding +1 to discipline? Or is the +1 only applied in combat and we never actually see the improvement but it is there? Or is the ability not working?
Also am I correct in that a stack ability means the special unit does not need to belong to a division to give benefit to all units in the stack?
