Your other alternative is to keep good-sized garrisons in your rear areas to beat up the greens when they appear. I try to keep at least a regiment in each small town and a two or three-regiment garrison in the provincial capital, plus a division with a decent leader to run around and whack large concentrations. An engineer regiment to fix rail lines might be helpful too, at least in the provinces along the Trans-Siberian. The division should have at least a couple of cavalry regiments to help wipe units out when fleeing. If you get a whole bunch of greens all at once you might even get an NM increase, I believe. In any case, it is a good place to get your new units some easy battlefield experience before sending them up against your real enemies.
This is because it is actually pretty hard to keep loyalties over 60% in the long run, especially as the Whites when you start out with 30% or so in most of your areas.
