Two questions to actual scenario

Hi,
playing Fins and have two following problems:
1. I'm losing VP each turn for all I'm advancing and is reported 18 points gain per turn ... check save files
2. I'm trying attack enemy 1.Army at Tampere, but I cannot ... no battle for all my ROE is assault, my forces are supplied etc, ... help please

Just on point 2) without checking your save game but considering past experiences with similar situations...

Might it be an army you set on assault and another of your forces is also present placed in any stance but assault? Armies can only initiate combat if alone in a region, if other forces are also present at least one of those has to initate combat (the army then acts as a reserve)...
