Can militia become regular infantry?

I remember in AACW the militia armies that you start with would eventually become regular troops and I did not notice this so far in RUS, though it may be happening without my see it. So does this occur?

I don't know about real militia (i.e., Red Guards, peasant volunteers, etc.), but conscript troops do train up to regular status (there are generals with a specific trait that make this happen pretty quickly, sometimes before the unit is even ready to move).
