Loyalty questions

As I understand it, the Police value of units is supposed to affect a regions loyalty over time. The more cumulative police value a region has the more it is supposed to increase its loyalty over time. At least I *think* that is supposed to happen, there are so many small differences to all the games, I’m not sure if this works in some games but not others.

What I’m wondering is do police/MP units have to be outside of a structure to have an effect, or does it not matter at all whether inside or out?

Does their attack/defend posture have any effect on how fast loyalty should shift?

Is loyalty checked every turn, once every two turns, once a year... what are the mechanics of how the game engine calculates changes over time? If it isn't a check made every turn, does it matter if a unit is in a region for several turns in a row but moves out right before a loyalty shift check is made?

Is there an upper limit to the affect police units can have? In other words should I not place more than x number of MP units in a region due to an upper ceiling I may have unknowingly reached?

Finally does the police value of non-MP units have any effect on loyalty shifts or are only the specialty units counted for that?

The Police value, unless it's changed in RUS, only changes the military control % of a province.

Each time you take a strategic objective all provinces are checked for loyalty and it will increase in some provinces.
I'm new to RUS but have noticed the very handy "Special Operations" map (press F7). Here you can click on regions you have some presence in, for various options, one of which is raising loyalty in a region. :)

The "Good Administrator" Officer trait will also raise loyalty of the town he is in (by 1% per turn if memory serves!)
